BDA issues DoI for revised Master Plan 2041, invites public suggestions

The Bangalore Development Authority (BDA) has issued a declaration of intent (DoI) to prepare the Revised Master Plan (RMP) 2041 for the city, marking a significant step in shaping the long-term urban development of Bengaluru that is crumbling.
The DoI issued under Form-VI in accordance with Rule 32-A of the Karnataka Planning Authority Rules, 1965, calls for public participation in the planning process.
According to the publication, the move follows Government Notifications No. UDD 515 MNJ 2025 dated October 10, 2025, and UDD 515 MNJ 2025 (Part-4)(E) dated November 3, 2025. These notifications formally defined and revised the local planning area under the jurisdiction of the Greater Bangalore Authority. As a result, the Bangalore Local Planning Area has been expanded and restructured, necessitating a comprehensive revision of the existing master plan.
The BDA stated that the Revised Master Plan 2041 will cover 242 more villages that now fall under its Local Planning Area. This expansion reflects the city’s rapid urban sprawl and the increasing need to regulate growth in peripheral regions that are witnessing significant development pressure.
The preparation of the RMP 2041 is being undertaken under Section 10 of the Karnataka Town and Country Planning Act, 1961. The authority emphasised that the revision is crucial for ensuring planned development, improving infrastructure, and addressing emerging urban challenges such as traffic congestion, housing demand, environmental sustainability, and land-use regulation.
The notification was published in the Karnataka Official Gazette on April 6, 2026, thereby initiating the formal process of public consultation. Citizens, stakeholders, and concerned organizations have been invited to submit their suggestions and objections regarding the proposed master plan.
The BDA has provided multiple channels for submission of feedback. Members of the public can send their suggestions in writing to the Office of the Town Planner Member, Bangalore Development Authority, located on Chowdaiah Road, Kumar Park West, Bengaluru-560020. Submissions can be made in person, through registered post, or via email at bda_rmp2041@ka.gov.in.
Importantly, the authority has set a deadline of 60 days from the date of publication in the official gazette—April 6, 2026—for receiving public inputs. This window is expected to play a critical role in incorporating citizen perspectives into the planning framework.
Urban planning experts view this phase as an opportunity for residents, civic groups, and industry stakeholders to influence the future of Bengaluru’s growth. With the inclusion of additional villages into the planning area, issues such as zoning regulations, infrastructure provisioning, road networks, green spaces, and industrial corridors are expected to come under scrutiny.
The BDA has also made available a helpline number (+91 94831 66622) for queries related to the master plan process. Updates and information are being disseminated through its official communication channels, including its social media handle on X (formerly Twitter) @BDAofficialGoK.
The Revised Master Plan 2041 is expected to serve as a blueprint for Bengaluru’s development over the next two decades. As the city continues to expand beyond its traditional boundaries, the success of the plan will largely depend on how effectively it balances growth with sustainability, infrastructure readiness, and quality of life.
