BDA orders stern action against illegal shops on CA site in AECS layout

The Estate Officer (EO) of the Bengaluru Development Authority (BDA) has directed the Executive Engineer (East) to initiate legal action against unauthorised shops built on Civic Amenities (CA) site at The Aeronautical Engineers Cooperative Society (AECS) layout in Kundalahalli village in Bengaluru.
The AECS Residents Welfare Association has constructed commercial spaces in the CA site and rented out to run shops. The structures were built about a year ago on a 4,800 sq.ft area of the CA site. A group of residents objected to this gross violation and raised complaints with the authorities.

In an official order dated November 13, the BDA stated that four commercial shops have been constructed illegally on the site by the welfare association. The Executive Engineer (East) had submitted a report confirming that the structure violated zoning regulations and the CA site usage terms.
Following this, BDA officials issued a notice to the association, directing its representatives to appear before the Estate Officer for a hearing. The association attended the hearing on November 11, 2025, but reportedly failed to provide valid documents to show that the site was allocated to the welfare association.
The order notes that, under Chapter 7.2 of the rules under Revised Master Plan 2015 and site allotment rules, the association had sought allotment of CA site number 3. However, no allotment of CA site has been made to the association and the construction is illegal and unauthorised.
The BDA has now instructed the Executive Engineer (Eas) to take further action, including steps to remove the illegal structures and restore the CA site as per approved norms.
Officials added that CA sites must be used only for community-oriented facilities and not for revenue-generating commercial activities unless specifically permitted.
