E-khata mandatory for building plan approvals from July 1
From July 1, 2025, the submission of an e-khata will be mandatory for all building plan approval applications within the Bruhat Bengaluru Mahanagara Palike (BBMP) limits. The BBMP issued this notification on June 4.
The BBMP currently facilitates online building plan approvals through the EoDB-OBPS (Ease of Doing Business – Online Building Permission System). In parallel, the Revenue Department of the civic body has implemented the e-aasthi software, through which property owners are issued e-khatas. All relevant property data is already available within the e-aasthi database.
In a move to integrate urban planning and revenue systems, the BBMP is now combining the OBPS and e-Aasthi platforms. From July 1, the online building plan approval process will require the automatic verification of property ownership details via the e-aasthi system. Applicants will have to mandatorily input e-khata or Property ID (ePID) numbers when applying online for building permissions.
This new process eliminates the need for manual submission and verification of property records by the Revenue Department, thereby streamlining services and speeding up approvals.
Accordingly, the BBMP has issued a directive that no new building plan applications will be entertained without an e-khata submission after the specified date. It has also withdrawn the practice of sending proposals to the Revenue Department for ownership record verification during the building plan approval process.
Furthermore, under the “Trust and Verify” model, temporary approvals generated in the system will have to be verified or rejected with valid reasons by the respective Assistant Directors (Urban Planning) within a stipulated time. If not acted upon in time, the proposal will automatically receive a “Deemed Approval” status from the system.
To ensure accountability, zonal joint directors (Urban Planning) have been instructed to report to their respective zonal commissioners regarding any deemed approvals caused due to negligence, and disciplinary action will be initiated against erring officials as per rules.
