GBA invites global tender for GIS-based Master Plan

The Greater Bengaluru Authority (GBA) has invited a global tender to select an agency to provide consultancy services for the preparation of a GIS-based Master Plan for the Greater Bengaluru Local Planning Area. The tender will be processed exclusively through the e-procurement system.
According to the notification issued by the Office of the Chief Town Planner, the GBA proposes to engage a qualified agency to prepare the city’s master plan using Geographic Information System (GIS) technology, a data-driven planning tool increasingly adopted by global cities.
A GIS-based master plan integrates digital maps with layered data on land use, roads, utilities, population density, environmental assets, infrastructure, and public services. Unlike conventional static master plans, GIS-based plans are dynamic, spatially accurate, and can be continuously updated as the city grows.
The tender, bearing reference number GBA/2025-26/SE0022, was made available on December 24, 2025, on the Karnataka Public Procurement Portal (KPPP) website at www.kppp.karnataka.gov.in.
A pre-bid meeting has been scheduled for January 9, 2026, at 11 am at the Office of the Chief Town Planner, Greater Bengaluru Authority, located at N.R. Square, Hudson Circle, Bengaluru.
The last date for submission of bids is February 10, 2026, up to 5.30 pm, while the technical bids will be opened on February 12, 2026, at 11 am through the KPPP platform.
The tender document contains details regarding eligibility criteria, scope of work, and terms and conditions, which can be accessed through the e-procurement portal. The GBA has stated that it reserves the right to reject any or all tenders without assigning any reason.
Advantages of a GIS-based Master Plan
The GIS-based approach enables better urban decision-making by providing planners with real-time, location-specific data. It helps in scientific zoning, identification of infrastructure gaps, disaster-risk mapping, and protection of lakes, drains, green spaces, and buffer zones. The system also improves transparency and accountability, as spatial data can be shared across departments and with the public.
Further, GIS-based planning supports faster approvals, reduces conflicts in land-use interpretation, aids traffic and mobility planning, and ensures more efficient allocation of civic resources. For a rapidly expanding city like Bengaluru, the technology is expected to help align growth with sustainability, climate resilience, and long-term infrastructure planning.
