Government issues draft notification on formation of five corporations under GBA

In a significant move under the Greater Bengaluru Governance Act, 2024, the Government of Karnataka has finally issued draft notification to create five new city corporations in the Greater Bengaluru region. This significant administrative restructuring aims to decentralise governance and improve urban service delivery in the rapidly growing metropolitan area.
According to the notification (No. UDD 170 BBS 2025(e)) issued on Saturday, July 19, 2025, the five proposed corporations are:
- Bengaluru West City Corporation
- Bengaluru South City Corporation
- Bengaluru North City Corporation
- Bengaluru East City Corporation
- Bengaluru Central City Corporation
The government has invoked Section 5(1) and Section 7(1) of the Greater Bengaluru Governance Act, 2024 (Karnataka Act No. 36 of 2025) to notify this draft. The boundaries were demarcated based on factors such as population density, economic significance, infrastructure availability, revenue generation, and non-agricultural employment rates.

Detailed boundary descriptions for each of the five proposed corporations have been provided in the Schedule-I annexed to the notification. These boundaries are demarcated with reference to major roads, natural features like lakes, and key urban landmarks. The aim is to ensure administrative efficiency and equitable service delivery across regions.
The public has been invited to submit objections or suggestions regarding the proposal within 30 days of its publication in the official Gazette. Inputs must be addressed to the Additional Chief Secretary, Urban Development Department, Vikasa Soudha, Bengaluru.
The notification makes it clear that the proposal will come into effect only after the final notification is published under Section 5(3) and Section 7(3) of the Act. Once finalised, this move will replace the existing BBMP structure with a multi-corporation governance model, marking a major transition in Bengaluru’s urban administration.
This is one of the largest civic restructuring initiatives undertaken in Karnataka and is expected to have far-reaching implications for governance, urban planning, and public service delivery in the Bengaluru Metropolitan Area.
