Rainbow Drive Association plans to raise ₹10 Crore fund to build alternative drain network
The Rainbow Drive Plot Owners’ Association (RBDPOA) is planning to raise ₹10 crore from its members to construct an alternative drainage system aimed at addressing the recurring flooding and sewage issues plaguing the layout. The proposed fund will contribute towards the purchase of land outside the layout boundaries for the construction of new drains on both the eastern and western peripheries, connecting them to Sarjapur Road’s main drainage network.
According to a notice issued by the RBDPOA, the total cost of the project is estimated at ₹15 crore, with the developer offering to bear ₹5 crore of this amount. The Association’s Managing Committee has been authorised to negotiate terms with developers and government agencies and will present a final proposal for members’ approval following further discussions.The BLR.POST has accessed the meeting notice issued by the association. The RBDPOA has resolved to discuss this issue with the members at an ‘Extraordinary General Meeting’ (EGM) scheduled for June 28, 2025.

The notice stated that the “Managing Committee has been authorised to negotiate terms with the developer and the government to facilitate the project. The proposed alternative drain network will involve purchasing land parcels located outside the eastern and western boundaries of the Rainbow Drive layout. The developer’s plan is to lay new drains along these boundaries to carry water away from trouble spots such as 12th Cross and 13th Cross—areas that have been particularly affected by flooding and sewage inflow during heavy rains.” This plan is marked as option A.

If approved, the land required for this construction will be purchased in the name of RBDPOA itself, ensuring direct ownership and control. However, important legal and procedural details—including land acquisition, GST liabilities, and connectivity to Sarjapur Road’s main drains—are yet to be finalised.
Other proposals
Under Option B, plot owners may choose to sell their properties collectively to the developer at a premium price. The developer has reportedly shown willingness to purchase the entire acreage of the layout and redevelop the area according to his business interests, possibly converting it into a high-end apartment complex. Another possibility under this option could see the developer constructing premium residential apartments, in which existing owners might be given preferential terms. However, discussions on pricing and terms are still at a preliminary stage, and further details are awaited before this option can be seriously considered.

Option C proposes maintaining the current state of affairs with no collective action taken by the Association. In such a scenario, individual owners would continue managing the flooding and sewage problems independently, as they have done in recent years. The government might also step in to construct drains running from 12th Cross to 2nd Main towards Sarjapur Road, and from 13th Cross towards 4th Main, with an exit at 8th Cross on the western side. However, this remains speculative, with no formal assurances from civic authorities.
