Guidelines notified for A and B Khata in GBA area

The Urban Development Department has issued new guidelines governing the issuance of A and B Khatas within Greater Bengaluru Authority (GBA) limits. The notification dated July 25, 2025, provides specific conditions under which properties will be eligible for Khata documents based on their legal status, conversion, and planning approvals.

As per the guidelines, properties with B-Khata located on vacant sites must fulfill a series of conditions to become eligible for A-Khata. These include:
- The property must be connected to a public road. If connected by a private road, it must be officially declared a public road under Section 212 of the Greater Bengaluru Governance (GBG) Act, 2024.
- If the land is a Revenue Survey Number or Hissa Number, it must be converted to non-agricultural use under Section 95 of the Karnataka Land Revenue Act, 1964.
- After conversion, approval must be obtained under Section 17 of the KTCP Act, 1961 as either a “single plot” or a layout.
- After obtaining A-Khata, the owner must then obtain building plan approval under Section 15 of the KTCP Act, 1961, and apply for an Occupancy Certificate from BBMP.
For properties that already have constructed buildings but were built without required permissions, B-Khata may be issued under certain conditions:
- The structure must be on a public road or on a private road officially declared as public.
- The land must be converted under Section 95 of the Karnataka Land Revenue Act.
- The plot must be approved under Section 17 of the KTCP Act.
- After these steps, building plan approval and Occupancy Certificate must be obtained to qualify for A-Khata.
In cases where buildings do not comply with zoning and planning regulations, but were constructed before September 30, 2024, they may still receive B-Khata. However, these will be recorded as “violations” in the remarks column of the A-Khata register and will not be eligible for regularisation.
For multi-unit apartments constructed on a single plot before September 30, 2024, A-Khata may be granted if the entire project obtains approvals under Sections 17 and 15 of the KTCP Act, and the Occupancy Certificate is secured. If the structure is not eligible for A-Khata, and a permanent electricity connection from BESCOM was obtained before 30.09.2024, then B-Khata may be issued for individual flats.
In cases where vacant lands are already converted under Section 95 but lack planning approvals, A-Khata may be issued only after obtaining approval under the KTCP Act. B-Khata will not be issued in such cases.
For subdivided plots that were sold via registered deed before 30.09.2024 but lack approval, A-Khata may be issued after fulfilling conversion and layout approval requirements. No B-Khata will be issued in such cases.
Undivided lands that have not been converted will not be issued any Khata until conversion and approval conditions are met. The notification has stated that these new guidelines are applicable with immediate effect from July 25, 2025.
