BDA floats global tender to prepare Revised Master Plan 2041 for Bengaluru

Bengaluru, Aug 22: The Bangalore Development Authority (BDA) has invited global e-tenders to select an agency for preparing the Revised Master Plan (RMP) 2041 for the Bengaluru Metropolitan Area, which will serve as the city’s key land-use and development roadmap for the next two decades.

The move comes even before the recently constituted Greater Bengaluru Authority (GBA) — envisaged as the city’s overarching planning body — has taken shape, underscoring the lack of coordination between government agencies.

According to the notification issued on August 19, the selected agency will prepare a GIS-based master plan covering Bengaluru’s local planning area. The project aims to facilitate “orderly development” and address the city’s rapid expansion, infrastructure stress, and environmental concerns.

As per the tender schedule, the pre-bid meeting will be held on September 3, while the last date for bid submission is September 30. Technical proposals will be opened on October 3. The selection will follow the Quality and Cost-Based Selection (QCBS) method, with 75% weightage to technical expertise and 25% to financial bids.

The agency is required to deploy a multidisciplinary team of 18 experts, including urban planners, transport specialists, GIS experts, environmental planners, and financial analysts. The assignment is expected to begin in October 2025, with phased deliverables ranging from baseline data collection and draft zoning regulations to final approval after public consultation.

Bidders must have prior experience in preparing at least two GIS-based master plans covering 500–1,000 sq km and a minimum annual turnover of ₹12 crore in any two of the last five financial years. An earnest money deposit (EMD) of ₹9 lakh is mandatory.

The last master plan exercise, RMP 2031, was withdrawn in 2017 after provisional approval, leaving Bengaluru without an updated statutory plan for nearly a decade.

The upcoming RMP 2041 is expected to integrate transit-oriented development, climate action planning, and heritage conservation into the city’s growth strategy.
