Five Sub-Registrars in Bengaluru suspended for registering sale deeds without e-Khata

A major irregularity has been unearthed in property registrations carried out using the Kaveri 2.0 software, leading to the suspension of five sub-registrars across multiple offices in Bengaluru including Sarjapura, Banaswadi, Varthur and Halasur.
According to official sources, the Kaveri 2.0 registration software provides for certain exemptions in its workflow when property registrations are backed by court orders.
However, this provision was allegedly misused at the Sarjapur sub-registrar Office, where documents without any court orders were fraudulently registered by selecting the “court order” option.
Several sale deeds were registered through this method, prompting authorities to order a detailed inquiry into all such cases. Pending the outcome of the inquiry, Sarjapur sub-registrar Ravi Sankana Gouda has been placed under immediate suspension.
In a related development, serious violations were also detected at the Banaswadi, Varthur and Halasuru Sub-Registrar Offices.
Officials found that sale deeds were registered despite the mandatory requirement to import e-Khata details from the e-Swathu software not being complied with. Registrations were allegedly completed even when the relevant property information was not available in the e-Swathu system.
Out of the five sub-registrars involved in these cases, one has since retired. The remaining four—N. Satish Kumar, Sridhar (First Division Assistant and in-charge Sub-Registrar), Girish Chandra and R. Prabhavathi—have been suspended with effect from January 2, 2026, pending departmental inquiries.
Authorities said strict action would be initiated against all officials found guilty, in accordance with prevailing service rules, based on the findings of the departmental investigations.
