Munish Moudgil reiterates commitment to citizen-centric e-khata system

Amid protests by revenue officers over scrutiny of e-Khata rejections, Special Commissioner (Revenue), Greater Bengaluru Authority (GBA), Munish Moudgil on Friday reaffirmed his commitment to transparency, accountability and citizen-centric service delivery.
In a media release issued after the protest by members of the “GBA Officers and Staff Sangha”, Moudgil stated that citizen service delivery is a bounded responsibility of the administration and that the e-Khata system, which concerns valuable property rights of citizens, must function in a transparent, pro-citizen and hassle-free manner, with zero tolerance for corruption, misconduct or harassment.
Providing data on recent processing, Moudgil said that around one lakh final e-Khatas have been issued over the past three months. During the same period, approximately 25,000 applications were rejected, many of which were later found to have been rejected on wrongful or untenable grounds.
In response to these findings, the GBA has initiated a Special Rejection Audit to examine the pattern of rejections. Based on preliminary observations, Moudgil said he has recommended disciplinary proceedings against certain revenue officers who were found to have unjustifiably rejected applications and harassed citizens.
The Special Commissioner also addressed allegations made by the staff association following the protest, including claims that unparliamentary language was used during official review meetings. He categorically denied the allegations, calling them false and baseless, and said such claims appeared aimed at shielding erring officials from accountability.
Reiterating his stand, Moudgil said he would continue to discharge his duties in public interest and remain committed to protecting citizens’ rights despite resistance from within the system.
The development comes amid heightened scrutiny of e-Khata processing within the GBA, as the authority seeks to restore public confidence in the digital property record system.
