GBA Joint Commissioner K Dakshayini, developer named in Lokayukta complaint over alleged building approval fraud

A detailed complaint before the Karnataka Lokayukta has directly accused K Dakshayini, Joint Commissioner (JC) of Mahadevapura zone, of colluding with a private developer/owner to fraudulently secure building plan approval for an ineligible ‘B Khata’ property, allegedly using forged documents and bypassing mandatory planning laws — in what the complainant describes as a clear case of abuse of office, corruption, and organised dereliction of duty. 

It should be noted that Mahadevapura zone is now part of Bengaluru East City Corporation under Greater Bengaluru Authority (GBA). 

The complaint, filed by Gayatrinagar resident on April 15, 2025 names four senior and mid-level GBA/ then BBMP officials and alleges a pre-planned nexus between civic authorities and a private property owner to illegally sanction construction in violation of the Karnataka Town and Country Planning (KTCP) Act, BBMP regulations, and government revenue rules. The alleged fraud came to light in 2024. 

Officials named in the complaint

The Lokayukta complaint explicitly names the following BBMP/GBA officials:

K Dakshayini — JC, Mahadevapura Zone (she is also currently holding the same position)

Asma Saiyedi — then Joint Director, Town Planning, Mahadevapura Zone

Sushilpa N — then  Assistant Director, Town Planning, Mahadevapura Zone

T Ramarao — then Junior Engineer, Town Planning Wing, Mahadevapura Zone

The private parties named include

K Latha, owner and developer of the property

Vinita Naik, private building plan architect accused of facilitating the approval using forged record

Illegal approval on ‘B Khata’ property

The complaint centres on a property located at Kalkere village, Ward No. 26, Site Nos. 1 and 2, which is officially recorded as a ‘B Khata’ property in the BBMP revenue registers and on the BBMP/GBA website. 

As per law, such properties are ineligible for building plan approval unless they undergo land-use conversion, payment of improvement charges, and approval from the competent planning authority.

However, the complaint alleges that despite knowing these disqualifications, corporation officials issued a sanctioned building plan for a four-unit residential building, relying on a forged ‘A Khata’ certificate and fabricated khata extracts.

Crucially, the approval was granted with the formal consent of JC, Dakshayini, placing direct accountability on the zonal head.

No conversion, no charges paid, No authority approval

According to the complaint, the land has not been converted for residential use, betterment charges payable to the government have not been paid and no layout or building approval has been obtained from the BDA or any authority empowered under the KTCP Act

Despite this, officials allegedly processed and approved the building plan without verifying records, conducting a site inspection, or cross-checking revenue data — actions the complainant terms “wilful misconduct driven by illegal gain.”

“Not negligence, but deliberate fraud”

The complaint alleges that this was not an administrative lapse, but a deliberate, coordinated fraud executed with “pre-planned intent” to benefit the developer while causing financial loss to the government and the corporation.

By approving construction on an unauthorised property, the officials are accused of

Enabling tax evasion and fee avoidance

Causing loss of statutory revenue to the state

Undermining Bengaluru’s Master Plan and zoning framework

Encouraging unplanned urban growth and infrastructure stress

Urban planning experts warn that such illegal approvals often result in encroachments on drains, lakes, and public land, while burdening roads, sewage systems, and civic services.

Forged documents and criminal conspiracy alleged

The complaint further alleges that K Latha, the property owner, created forged documents to falsely present the land as eligible for construction, thereby avoiding substantial payments to the government. These documents were allegedly accepted and acted upon by then BBMP/corporation officials without scrutiny.

The private plan designer, Vinita Naik, is accused of actively participating in the process by preparing and submitting the false documentation required to secure approval.

The complainant has sought registration of criminal cases against all accused under relevant provisions of law.

Prior complaint ignored, case allegedly sidelined

Importantly, the complaint notes that an earlier grievance was submitted to the Mahadevapura Zonal Commissioner on January 29, 2024, flagging the same violations. Despite this, officials allegedly adopted a delay strategy, allowing construction to proceed. 

This delay, the complainant argues, effectively protected the illegal construction and neutralised internal accountability mechanisms.

Demands before the Lokayukta

The complainant has urged the Lokayukta to cancel the building plan approval immediately, stop all construction activity at the site and initiate departmental disciplinary proceedings against the named officials

The complaint also urged the Lokayukta to direct police to register criminal cases against officials, the developer, and the plan designer and examine the role of Greater Bengaluru Authority’s (then BBMP) internal processes that enabled the fraud

Lokayukta action awaited

The complaint is now under consideration by the Karnataka Lokayukta. The sources say that the Lokayukta has sought for a report from the GBA officials.

This case could expose deeper structural corruption in GBA/BBMP’s town planning approvals, particularly in the fast-growing Mahadevapura corridor.
