B-SMILE floats global tender for 3-lane Twin Tunnel Road from Hebbal to Silk Board

Despite mounting opposition from the civic society the Bengaluru Smart Infrastructure Limited (B-SMILE) has issued an international tender inviting bids for the ambitious 3-lane underground twin tunnel road from Hebbal to Silk Board via Seshadri Road under a Modified BOOT (Build-Own-Operate-Transfer) model. The project, aimed at decongesting Bengaluru’s infamous traffic gridlock, has been split into two key packages.
According to the tender notice released by the office of the Superintending Engineer, B-SMILE, the total length of the tunnel corridor spans approximately 16.745 kilometers and will feature 3-lane or 2-lane entry and exit ramps at key points. The total concession period for each package is 34 years, with a construction period of 50 months.
Package-1 covers the stretch from Hebbal Esteem Mall Junction (Km. 0+000) to Seshadri Road, Race Course Junction (Km. 8.748).
- Estimated Cost (Excl. GST): ₹8,770 crore
- EMD: ₹43.85 crore
Package-2 spans from Seshadri Road (Km. 8.748) to Silk Board Junction (Km. 16.745).
- Estimated Cost (Excl. GST): ₹8,928 crore
- EMD: ₹44.64 crore
The tender process is being conducted through the Karnataka Public Procurement (KPP) portal https://kppp.karnataka.gov.in. Documents are available from July 15, 2025 at 5:30 PM.
Key dates include:
- Submission of pre-bid queries: July 22, 2025
- Pre-bid meeting: August 4, 2025 at BSWML BoardRoom, Thimmaiah Road
- Last date for physical submission of bids: August 29, 2025, by 4:00 PM
- Opening of technical bids: September 4, 2025, at 4:00 PM
Only eligible and qualified international contractors registered with BBMP, CPWD, KPWD, Railways, MES, NHAI, or any State Government are invited to participate.
