Despite alleged document fabrication, Bescom readies work order for VTT mobility

The Bangalore Electricity Supply Company (Bescom) is preparing to issue a work order to VTT Mobility Private Limited (VTT) for vehicle hiring, despite an alleged fabrication of an eligibility document having surfaced during the utility’s own verification process, according to contractors familiar with the tender process.
VTT had emerged as the successful bidder for one of the 19 packages in Bescom’s vehicle-hiring tender in April this year. The work order was subsequently stalled after blrpost.com reported the alleged irregularity in the tender process. However, Bescom is now understood to be quietly preparing to proceed with the work order.
The alleged irregularity concerns a performance certificate submitted by VTT as part of its eligibility documents. Contractors who spoke to blrpost.com alleged that the certificate was obtained from an authority that was not competent to issue such a document for the purpose of establishing the company’s eligibility.
During verification of the documents, Bescom officials reportedly detected the alleged discrepancy and brought it to the notice of senior officials. Also when the legal opinion sought, the advocates advised against the work order. That is the reason why the work order was put off.
Despite this, the issue has not resulted in cancellation of the package, the contractors alleged.
The development assumes significance as Bescom had to float its vehicle-hiring tender five times between June 2025 and January 2026. Of the 19 packages, around nine were intended for round-the-clock operation and maintenance services, while the remaining packages were meant for vehicles for staff use.
The tender process had also come under judicial scrutiny. The Karnataka High Court had issued notices to the State Government and Bescom in a public interest litigation challenging the cancellation of earlier vehicle-hiring tenders for official use.
The contractors have now questioned the proposed issuance of the work order despite the alleged discrepancy in the eligibility documents. They have urged the Energy Department to obtain the verification report and examine how the tender was allowed to proceed after the alleged fabrication was detected. The contractors are also planning to write to Lokayukta.
The contractors have also raised questions over the role of Bescom Managing Director N. Shivashankar, Director (Technical) Ramesh H.J. and other officials in dealing with the alleged irregularity.
